Soaker hose is great to water the roots of plants and usually is the preferred method for watering plants by most nursery people, but soaker hose is not favored by most homeowners for a number of reasons.
First, you can't see the water hitting the plants. Many people don't believe the soaker hose is working because they can't see the water. We have had clients take the soaker hose out a month after it was installed because they didn't like the idea of just thinking that it was working. They wanted to see the water hit the plants.
Second, it costs more to have soaker hose put in your beds. On average, soaker hose on a good sized bed costs 50% more than a regular shrub zone.
The verdict. Both work and both are a good way to go. Ask your landscaper and see what they recommend. We will do either one.
